Opinions of the Central Committee of the Communist Party of China and the State Council on Fully and Accurately Implementing the New Development Concept and Effectively Carrying Out Carbon Peak and Carbon Neutrality Work.
Achieving carbon peak and carbon neutrality is a major strategic decision made by the Party Central Committee with Comrade Xi Jinping at its core, coordinating both domestic and international situations. It is an inevitable choice to address prominent issues of resource and environmental constraints and to achieve sustainable development of the Chinese nation. It is a solemn commitment to building a community with a shared future for mankind. In order to fully, accurately, and comprehensively implement the new development concept and to do a good job in achieving carbon peak and carbon neutrality, the following opinions are proposed.
I. Overall Requirements
(1) Guiding Ideology. Guided by Xi Jinping's Thought on Socialism with Chinese Characteristics for a New Era, we will fully implement the spirit of the 19th National Congress of the Communist Party of China and the second, third, fourth, and fifth plenary sessions of the 19th Central Committee, deeply implement Xi Jinping's thoughts on ecological civilization, base ourselves on the new development stage, implement the new development concept, build a new development pattern, adhere to a systematic view, properly handle the relationship between development and emission reduction, overall and local, short-term and medium-to-long-term, integrate carbon peak and carbon neutrality into the overall economic and social development, lead with a comprehensive green transformation of economic and social development, focus on green and low-carbon energy development, accelerate the formation of an industrial structure, production methods, lifestyles, and spatial patterns that save resources and protect the environment, and unswervingly follow the path of high-quality development that prioritizes ecology and is green and low-carbon, ensuring the timely achievement of carbon peak and carbon neutrality.
(2) Work Principles. To achieve the goals of carbon peak and carbon neutrality, we must adhere to the principles of "national coordination, priority on conservation, dual driving forces, smooth internal and external channels, and risk prevention."
—— National Coordination. The whole country works together as one, strengthening top-level design, leveraging institutional advantages, implementing joint responsibility of the Party and government, and ensuring accountability from all parties. Policies should be classified and implemented according to local realities, encouraging proactive actions and leading in reaching the peak.
—— Priority on Conservation. Prioritize energy and resource conservation, implement a comprehensive conservation strategy, continuously reduce energy resource consumption and carbon emissions per unit of output, improve input-output efficiency, advocate for a simple, moderate, green, and low-carbon lifestyle, and create effective carbon emission control measures from the source and entry points.
—— Dual Driving Forces. Both government and market forces should work together to build a new national system, strengthen technological and institutional innovation, and accelerate the green and low-carbon technological revolution. Deepen reforms in energy and related fields, leverage market mechanisms, and form effective incentive and constraint mechanisms.
—— Smooth Internal and External Channels. Based on national conditions, coordinate domestic and international energy resources, promote advanced green and low-carbon technologies and experiences. Coordinate efforts in responding to climate change through external struggles and cooperation, continuously enhance international influence and discourse power, and firmly safeguard our development rights.
—— Risk Prevention. Properly handle the relationship between pollution reduction, carbon reduction, energy security, industrial chain and supply chain security, food security, and the normal lives of the people, effectively respond to the economic, financial, and social risks that may accompany the green and low-carbon transition, prevent excessive reactions, and ensure safe carbon reduction.
II. Main Goals. By 2025, a preliminary green, low-carbon, and circular economic system will be formed, with a significant improvement in energy efficiency in key industries. Energy consumption per unit of GDP will decrease by 13.5% compared to 2020; carbon dioxide emissions per unit of GDP will decrease by 18% compared to 2020; the proportion of non-fossil energy consumption will reach about 20%; forest coverage will reach 24.1%, and forest stock will reach 18 billion cubic meters, laying a solid foundation for achieving carbon peak and carbon neutrality. By 2030, significant results will be achieved in the comprehensive green transformation of economic and social development, with energy efficiency in key energy-consuming industries reaching international advanced levels. Energy consumption per unit of GDP will decrease significantly; carbon dioxide emissions per unit of GDP will decrease by more than 65% compared to 2005; the proportion of non-fossil energy consumption will reach about 25%, and the total installed capacity of wind and solar power generation will exceed 1.2 billion kilowatts; forest coverage will reach about 25%, and forest stock will reach 19 billion cubic meters, with carbon dioxide emissions reaching a peak and steadily declining. By 2060, a comprehensive green, low-carbon, circular economic system and a clean, low-carbon, safe, and efficient energy system will be fully established, with energy efficiency reaching international advanced levels, the proportion of non-fossil energy consumption exceeding 80%, the carbon neutrality goal successfully achieved, and fruitful results in ecological civilization construction, creating a new realm of harmonious coexistence between humans and nature.
III. Promote Comprehensive Green Transformation of Economic and Social Development
(3) Strengthen the Leading Role of Green and Low-Carbon Development Planning. Fully integrate the goals and requirements of carbon peak and carbon neutrality into the medium and long-term planning of economic and social development, and strengthen the support and guarantee of national development planning, land spatial planning, special planning, regional planning, and local planning at all levels. Strengthen the coordination and connection between various levels and types of planning to ensure that the main goals, development directions, major policies, and major projects for achieving carbon peak and carbon neutrality are coordinated and consistent across regions and fields.
(4) Optimize the Regional Layout of Green and Low-Carbon Development. Continuously optimize the layout of major infrastructure, major productivity, and public resources, and build a new pattern of land spatial development and protection conducive to carbon peak and carbon neutrality. In the implementation of major regional strategies such as the coordinated development of Beijing-Tianjin-Hebei, the development of the Yangtze River Economic Belt, the construction of the Guangdong-Hong Kong-Macao Greater Bay Area, the integration of the Yangtze River Delta, and ecological protection and high-quality development in the Yellow River Basin, strengthen the guidance and task requirements for green and low-carbon development.
(5) Accelerate the Formation of Green Production and Lifestyle. Vigorously promote energy conservation and emission reduction, comprehensively advance clean production, accelerate the development of a circular economy, strengthen comprehensive resource utilization, and continuously improve the level of green and low-carbon development. Expand the supply and consumption of green and low-carbon products, advocate for a green and low-carbon lifestyle. Integrate green and low-carbon development into the national education system. Carry out demonstration creation of green and low-carbon social actions. Build consensus across society and accelerate the formation of a good pattern of participation by all.
IV. Deeply Adjust the Industrial Structure
(6) Promote the Optimization and Upgrading of the Industrial Structure. Accelerate the promotion of green development in agriculture and enhance carbon sequestration efficiency in agriculture. Formulate carbon peak implementation plans for industries and fields such as energy, steel, non-ferrous metals, petrochemicals, building materials, transportation, and construction. Revise the guidance catalog for industrial structure adjustment with energy conservation and carbon reduction as the orientation. Conduct a review of capacity reduction in steel and coal industries to consolidate the results of capacity reduction. Accelerate the low-carbon process innovation and digital transformation in the industrial sector. Carry out the construction of carbon peak pilot parks. Accelerate the green transformation of commerce, trade, circulation, and information services, and improve the low-carbon development level of the service industry.
(7) Firmly Curb the Blind Development of High Energy Consumption and High Emission Projects. Strictly implement capacity replacement policies for newly built and expanded high energy consumption and high emission projects such as steel, cement, flat glass, and electrolytic aluminum. No new or expanded oil refining and new ethylene, paraxylene, and coal-to-olefins projects are allowed if they are not included in the national industrial planning. Reasonably control the scale of coal-to-oil and gas capacity. Raise the energy consumption access standards for high energy consumption and high emission projects. Strengthen analysis, early warning, and window guidance for overcapacity.
(8) Vigorously Develop Green and Low-Carbon Industries. Accelerate the development of strategic emerging industries such as new generation information technology, biotechnology, new energy, new materials, high-end equipment, new energy vehicles, green environmental protection, as well as aerospace and marine equipment. Build a green manufacturing system. Promote the deep integration of emerging technologies such as the Internet, big data, artificial intelligence, and fifth-generation mobile communication (5G) with green and low-carbon industries.
V. Accelerate the Construction of a Clean, Low-Carbon, Safe, and Efficient Energy System.
(9) Strengthen the dual control of energy consumption intensity and total amount. Adhere to the energy development strategy that prioritizes energy conservation, strictly control energy consumption and carbon dioxide emission intensity, reasonably control the total energy consumption, and systematically establish a total carbon dioxide emission control system. Ensure the connection between industrial layout, structural adjustment, energy conservation review, and dual control of energy consumption, and implement project approval restrictions in regions where the target for reducing energy consumption intensity is severely challenged, replacing energy consumption with equivalent or reduced alternatives. Strengthen energy conservation supervision and law enforcement, enhance analysis and early warning of energy consumption and carbon dioxide emission control targets, and strictly implement responsibilities and evaluation assessments. Strengthen the control of non-carbon dioxide greenhouse gases such as methane.
(10) Significantly improve energy utilization efficiency. Integrate energy conservation throughout the entire process and various fields of economic and social development, continuously deepen energy conservation in key areas such as industry, construction, transportation, and public institutions, and enhance the energy efficiency of data centers and new communication information infrastructure. Improve the energy management system, strengthen energy conservation management and target responsibilities for key energy-consuming units. Aim for international advanced levels, accelerate the implementation of energy-saving and carbon-reducing renovations and upgrades, and create energy efficiency "leaders."
(11) Strictly control fossil energy consumption. Accelerate the reduction of coal consumption, strictly control the growth of coal consumption during the 14th Five-Year Plan period, and gradually reduce it during the 15th Five-Year Plan period. Oil consumption will enter a peak plateau period during the 15th Five-Year Plan. Coordinate the development of coal power and supply guarantee peak regulation, strictly control the installed capacity of coal power, and accelerate the energy-saving upgrades and flexibility transformations of existing coal power units. Gradually reduce and eventually prohibit the scattered burning of coal. Accelerate the large-scale development of unconventional oil and gas resources such as shale gas, coalbed methane, and tight oil and gas. Strengthen risk management to ensure the safe and stable supply of energy and a smooth transition.
(12) Actively develop non-fossil energy. Implement renewable energy substitution actions, vigorously develop wind energy, solar energy, biomass energy, ocean energy, and geothermal energy, and continuously increase the proportion of non-fossil energy consumption. Adhere to both centralized and distributed development, prioritizing the local development and utilization of wind and solar energy. Develop hydropower according to local conditions. Actively and safely develop nuclear power. Reasonably utilize biomass energy. Accelerate the large-scale application of pumped storage and new energy storage. Promote the comprehensive development of the hydrogen energy "production, storage, transportation, and utilization" chain. Build a new power system dominated by new energy, improving the grid's ability to absorb and regulate a high proportion of renewable energy.
(13) Deepen the reform of the energy system and mechanism. Fully promote the market-oriented reform of electricity, accelerate the cultivation and development of independent market entities in the distribution and sale of electricity, improve the connection mechanisms for medium- and long-term markets, spot markets, and ancillary service markets, and expand the scale of market transactions. Promote the reform of the power grid system, clarifying the market status of incremental distribution networks, microgrids, and distributed power sources that primarily absorb renewable energy. Accelerate the formation of a new power generation development mechanism based on energy storage and peak regulation capabilities. Improve the market-oriented formation mechanism for the prices of electricity and other energy products. Deepen electricity price reform from the perspective of energy conservation, streamline the structure of transmission and distribution prices, and fully liberalize the prices of competitive segments. Promote the market-oriented reform of coal, oil, and gas, and accelerate the improvement of a unified energy market. 6. Accelerate the construction of a low-carbon transportation system.
(14) Optimize the transportation structure. Accelerate the construction of a comprehensive three-dimensional transportation network, vigorously develop multimodal transport, increase the proportion of rail and water transport in comprehensive transportation, and continuously reduce transportation energy consumption and carbon dioxide emission intensity. Optimize passenger transport organization, guiding passenger transport enterprises towards scale and intensive operations. Accelerate the development of green logistics, integrate transportation resources, and improve utilization efficiency.
(15) Promote energy-saving and low-carbon transportation tools. Accelerate the development of new energy and clean energy vehicles and ships, promote intelligent transportation, advance the electrification transformation of railways, promote the construction of hydrogen refueling stations, and facilitate the normalization of shore power use for ships at port. Accelerate the construction of a convenient, efficient, and moderately advanced charging and swapping network system. Improve the energy efficiency standards for fuel vehicles and ships, establish a system for energy efficiency labeling of transportation equipment, and accelerate the elimination of high-energy-consuming and high-emission old vehicles and ships.
(16) Actively guide low-carbon travel. Accelerate the construction of large-capacity public transportation infrastructure such as urban rail transit, bus-only lanes, and rapid bus systems, and strengthen the construction of urban slow-moving systems such as bicycle lanes and pedestrian walkways. Use a combination of legal, economic, technical, and administrative means to intensify efforts to address urban traffic congestion. 7. Improve the quality of green and low-carbon development in urban and rural construction.
(17) Promote the low-carbon transformation of urban and rural construction and management models. Fully implement green and low-carbon requirements in all aspects of urban and rural planning, construction, and management. Promote urban group development, build urban ecological and ventilation corridors, and enhance urban greening levels. Reasonably plan the development goals for urban and rural building areas, and strictly control the construction of high-energy-consuming public buildings. Implement green construction throughout the entire process of engineering construction, improve the management system for building demolition, and avoid large-scale demolition and construction. Accelerate the promotion of green community construction. In conjunction with the implementation of rural construction actions, promote green and low-carbon development in county towns and rural areas.
(18) Vigorously develop energy-saving and low-carbon buildings. Continuously improve the energy-saving standards for new buildings, accelerate the large-scale development of ultra-low energy consumption, near-zero energy consumption, and low-carbon buildings. Vigorously promote the energy-saving renovation of existing urban buildings and municipal infrastructure, enhancing the energy-saving and low-carbon levels of buildings. Gradually implement energy consumption quota management for buildings, promote building energy efficiency evaluation and labeling, and conduct performance assessments for low-carbon development in the building sector. Fully promote green and low-carbon building materials and encourage the recycling of building materials. Develop green rural housing.
(19) Accelerate the optimization of building energy use structure. Deepen the application of renewable energy in buildings, and accelerate the electrification and low-carbonization of building energy use. Carry out rooftop photovoltaic actions for buildings, significantly increasing the electrification rate for heating, domestic hot water, and cooking in buildings. In northern towns, accelerate the promotion of combined heat and power centralized heating, accelerate the large-scale development of industrial waste heat heating, and actively and steadily promote nuclear power waste heat heating, advancing clean low-carbon heating such as heat pumps, gas, biomass energy, and geothermal energy according to local conditions.
8. Strengthen major technological breakthroughs and the promotion and application of green low-carbon technologies.
(20) Strengthen basic research and the layout of frontier technologies. Develop action plans for scientific and technological support for carbon peaking and carbon neutrality, and compile a roadmap for the development of carbon neutrality technologies. Adopt a "ranking and leading" mechanism to carry out research on low-carbon, zero-carbon, negative-carbon, and new materials, technologies, and equipment for energy storage. Strengthen research on the causes and impacts of climate change, as well as the carbon sinks of ecosystems, and other basic theories and methods. Promote breakthroughs in low-carbon frontier technologies such as high-efficiency solar cells, renewable energy hydrogen production, controllable nuclear fusion, and zero-carbon industrial process reengineering. Cultivate a number of national key laboratories for energy-saving and carbon-reducing technologies and new energy technology product research and development, national technology innovation centers, and major technological innovation platforms. Build a talent system for carbon peaking and carbon neutrality, and encourage higher education institutions to add disciplines related to carbon peaking and carbon neutrality.
(21) Accelerate the research and promotion of advanced applicable technologies. Conduct in-depth research to support the friendly integration of large-scale wind and solar power generation into smart grid technology. Strengthen research, demonstration, and industrial application of new energy storage technologies such as electrochemical and compressed air. Strengthen research, demonstration, and large-scale application of key technologies for hydrogen production, storage, and application. Promote energy cascading utilization technologies such as those in industrial parks. Promote the research and application of new materials such as aerogels. Advance the research, demonstration, and industrial application of large-scale carbon capture, utilization, and storage technologies. Establish and improve the evaluation, trading system, and technological innovation service platform for green low-carbon technologies.
9. Continuously consolidate and enhance carbon sink capacity
(22) Consolidate the carbon sink capacity of ecosystems. Strengthen land spatial planning and usage control, strictly adhere to ecological protection red lines, strictly control ecological space occupation, and stabilize the existing carbon fixation functions of forests, grasslands, wetlands, oceans, soils, permafrost, and karst areas. Strictly control the scale of new construction land, promote the revitalization and utilization of existing urban and rural construction land. Strictly implement land use standards, strengthen the evaluation of land conservation and intensive use, and promote land-saving technologies and models.
(23) Enhance the increment of carbon sinks in ecosystems. Implement major ecological protection and restoration projects, and carry out integrated protection and restoration of mountains, waters, forests, fields, lakes, grasslands, and sands. Deepen the large-scale national greening action, consolidate the achievements of returning farmland to forests and grasslands, implement precise improvement projects for forest quality, and continuously increase forest area and stock volume. Strengthen the ecological protection and restoration of grasslands. Enhance wetland protection. Overall promote the protection and restoration of marine ecosystems, and enhance the carbon fixation capacity of mangroves, seagrass beds, and salt marshes. Carry out actions to improve arable land quality, implement national black land protection projects, and enhance ecological agricultural carbon sinks. Actively promote the development and utilization of karst carbon sinks.
10. Improve the level of green and low-carbon development in foreign openness
(24) Accelerate the establishment of a green trade system. Continuously optimize the trade structure, vigorously develop high-quality, high-tech, and high-value-added green product trade. Improve export policies and strictly manage the export of high-energy-consuming and high-emission products. Actively expand imports of green low-carbon products, energy-saving and environmental protection services, and environmental services.
(25) Promote the construction of a green "Belt and Road". Accelerate the green transformation of investment cooperation in the "Belt and Road" initiative. Support countries participating in the "Belt and Road" to develop and utilize clean energy. Vigorously promote South-South cooperation to help developing countries enhance their capacity to respond to climate change. Deepen exchanges and cooperation with various countries in green technology, green equipment, green services, and green infrastructure construction, and actively promote the export of China's new energy and other green low-carbon technologies and products, making green the background color of the "Belt and Road" initiative.
(26) Strengthen international exchanges and cooperation. Actively participate in international negotiations on climate change, adhere to China's positioning as a developing country, uphold the principles of common but differentiated responsibilities, fairness, and respective capabilities, and safeguard China's development rights and interests. Fulfill the United Nations Framework Convention on Climate Change and its Paris Agreement, release China's long-term greenhouse gas low-emission development strategy, actively participate in the formulation of international rules and standards, and promote the establishment of a fair, reasonable, and cooperative global climate governance system. Strengthen international exchanges and cooperation in responding to climate change, coordinate domestic and international work, and actively participate in global climate and environmental governance.
11. Improve the legal, regulatory, standard, and statistical monitoring systems
(27) Improve legal regulations. Conduct a comprehensive review of existing laws and regulations that are incompatible with carbon peaking and carbon neutrality efforts, and strengthen the coordination and connection between laws and regulations. Research and formulate special laws for carbon neutrality, expedite the revision of laws on energy conservation, electricity, coal, renewable energy, and circular economy promotion, and enhance the relevance and effectiveness of related laws and regulations.
(28) Improve the standard measurement system. Establish and improve the standard measurement system for carbon peaking and carbon neutrality. Accelerate the updating and upgrading of energy-saving standards, expedite the revision of a batch of mandatory national standards for energy consumption limits, product equipment energy efficiency, and engineering construction standards, enhance energy consumption limit requirements for key products, expand the coverage of energy consumption limit standards, and improve supporting standards for energy accounting, testing and certification, evaluation, and auditing. Accelerate the improvement of carbon emission verification and accounting reporting standards for regions, industries, enterprises, and products, and establish a unified and standardized carbon accounting system. Formulate greenhouse gas emission standards for key industries and products, and improve the standard labeling system for low-carbon products. Actively participate in the formulation of relevant international standards and strengthen international coordination of standards.
(29) Enhance statistical monitoring capabilities. Improve the energy consumption statistical monitoring and measurement systems in industries such as electricity, steel, and construction, and strengthen the construction of online monitoring systems for key energy-consuming units. Enhance the capacity for carbon dioxide emission statistics and accounting, and improve the level of information-based actual measurement. Rely on and expand the natural resource survey and monitoring system, establish a carbon sink monitoring and accounting system for ecosystems, conduct baseline surveys and carbon stock assessments for forests, grasslands, wetlands, oceans, soils, permafrost, and karst areas, and implement monitoring and evaluation of the effectiveness of ecological protection and restoration carbon sinks.
12. Improve policy mechanisms
(30) Improve investment policies. Fully leverage the guiding role of government investment, construct a financing system compatible with carbon peaking and carbon neutrality, strictly control investments in high-carbon projects such as coal power, steel, electrolytic aluminum, cement, and petrochemicals, and increase support for energy-saving and environmental protection, new energy, low-carbon transportation equipment and organization methods, and carbon capture, utilization, and storage projects. Improve policies to support social capital participation, and stimulate the vitality of market entities in green low-carbon investment. State-owned enterprises should increase green low-carbon investment and actively carry out research and application of low-carbon, zero-carbon, and negative-carbon technologies.
(31) Actively develop green finance. Gradually promote the development of green low-carbon financial products and services, establish monetary policy tools for carbon reduction, incorporate green credit into the macro-prudential assessment framework, and guide banks and other financial institutions to provide long-term, low-cost funding for green low-carbon projects. Encourage development-oriented policy financial institutions to provide long-term stable financing support for achieving carbon peaking and carbon neutrality according to market-oriented and rule-of-law principles. Support eligible enterprises in listing and refinancing for the construction and operation of green low-carbon projects, and expand the scale of green bonds. Research the establishment of a national low-carbon transition fund. Encourage social capital to establish green low-carbon industry investment funds. Establish and improve the green finance standard system.
(32) Improve fiscal, tax, and pricing policies. All levels of finance should increase support for the development of green low-carbon industries, technology research and development, etc. Improve government green procurement standards and increase the procurement of green low-carbon products. Implement tax incentives for environmental protection, energy conservation, water conservation, new energy, and clean energy vehicles and vessels. Research tax policies related to carbon reduction. Establish and improve pricing mechanisms to promote the large-scale development of renewable energy. Improve differentiated electricity pricing, time-of-use electricity pricing, and residential tiered electricity pricing policies. It is strictly prohibited to implement electricity price discounts for high-energy-consuming, high-emission, and resource-based industries. Accelerate the reform of heating measurement and charging based on heating volume. Accelerate the formation of a reasonably binding carbon pricing mechanism.
(33) Promote the construction of market mechanisms. Relying on public resource trading platforms, accelerate the construction and improvement of a national carbon emission trading market, gradually expand the market coverage, enrich trading varieties and methods, and improve quota allocation management. Incorporate carbon sink trading into the national carbon emission trading market, and establish and improve an ecological protection compensation mechanism that reflects the value of carbon sinks. Improve the carbon emission reporting and information disclosure system for enterprises, financial institutions, etc. Improve the paid use and trading system of energy rights, and accelerate the construction of a national energy rights trading market. Strengthen the coordination of electricity trading, energy rights trading, and carbon emission trading. Develop market-oriented energy-saving methods, implement contract energy management, and promote comprehensive energy-saving services.
13. Effectively strengthen organizational implementation
(34) Strengthen organizational leadership. Strengthen the centralized and unified leadership of the Party Central Committee on carbon peaking and carbon neutrality work, and the leadership group for carbon peaking and carbon neutrality work should guide and coordinate the work. Support localities and key industries and enterprises with conditions to achieve carbon peaking first, organize pilot demonstrations for carbon peaking and carbon neutrality, and explore effective models and beneficial experiences. Incorporate carbon peaking and carbon neutrality into the important content of the cadre education and training system, enhancing the ability of leaders at all levels to promote green low-carbon development.
(35) Strengthen overall coordination. The National Development and Reform Commission should enhance coordination, organize the implementation of the carbon peak action plan before 2030, strengthen the planning of carbon neutrality work, regularly monitor the progress of various regions and relevant departments in achieving carbon peak and carbon neutrality targets, enhance tracking, evaluation, and supervision, and coordinate the resolution of major issues encountered during implementation. Relevant departments should strengthen coordination and cooperation, form a joint effort, and ensure consistent policy orientation and coordinated steps and intensity.
(36) Strengthen local responsibilities.
